Most people who have run complex radio networks tend to agree there is no such thing as a stable radio topology. In particular, with humans involved (whose bodies are good shields at Lowpan frequencies), it is the instant that a human steps up to a Lowpan device and wants the network to do something that is most likely to coincide with a topology change.

TopologyChanges should not cause significant (define!) Lowpan outages.
